LSC 2027 Basic Field Grants: who LSC intends to fund

Which organizations will receive LSC Basic Field Grants in 2027?
The Legal Services Corporation published its notice of intent to award 2027 Basic Field Grants on November 2, 2026. The notice lists the applicant organization for each service area with an estimated annualized 2027 award, based on the 2026 awards. Comments and recommendations on potential grantees are due by close of business December 2, 2026. Grants take effect and funds go out on or about January 4, 2027. No listed organization is guaranteed an award, and the estimates may change with the final 2027 appropriation.
What the notice is
Basic Field Grants are LSC’s core funding for civil legal aid to eligible low-income clients. Each grant covers a service area, and LSC funds programs so that civil legal services reach every one. The 2027 round opened with LSC’s Notice of Funding Availability (91 FR 11578, March 10, 2026) and an application process that began April 13, 2026.
This notice is the step before award. It names the applicant for each service area and gives an estimated annualized 2027 amount. The law that governs LSC, 42 U.S.C. 2996f(f), requires LSC to publish it and invite comment.
What the estimates show
The list covers all fifty states, plus the District of Columbia, Puerto Rico, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands. The largest estimate is $17,395,449 for Lone Star Legal Aid in Texas service area TX-13. Legal Services NYC follows at $16,607,512 for NY-9. The smallest is $22,699 for Statewide Legal Services of Connecticut in NCT-1.
Many organizations hold more than one service area, including separate areas for agricultural workers. LSC says the agricultural worker population estimates may change after a U.S. Department of Labor review and the comments it receives.
Every figure is an estimate built on the 2026 award to that service area. The final amount depends on Congress’s 2027 appropriation for LSC.

Funding beyond the LSC grant
An LSC award is one line in a legal aid budget. Legal aid programs also draw on IOLTA programs, state access-to-justice funds, and foundations. The revised LSC Performance Criteria take effect January 1, 2027, and the strategic plan they call for can anchor those applications too.
