How to replace federal funding that was cut
By Wesley Stevens, Founder of Quillify.
How do we replace federal funding that was cut?
To replace federal funding, look in four places at once: other federal programs, state programs that pass federal money through, private foundations, and government contracts. A cut program rarely takes the whole field with it. The same need is usually funded somewhere else under a different name, and searching by what you do finds it faster than searching for the program you lost.

If an award was terminated
For the notice, the objection, allowable costs, and closeout, start with what to do in the first thirty days after a termination.
Where the money moves
- Other federal programs
- Agencies often fund the same work through several programs. Search by the activity you do.
- State pass-through programs
- States receive federal money and run their own competitions with it. These are smaller, closer to home, and often less crowded.
- Private foundations
- Foundations step in when public money leaves a field. Start with the ones already funding organizations like yours.
- Government contracts
- If you deliver a service, a contract can pay for it. Quillify carries 11,000+ open contracts in the same search as grants.
Alternatives to federal grants, by kind of organization
- Nonprofits
- Community foundations know local need and often move fastest. Private and family foundations fund by mission across a region or the whole country. Corporate foundations and giving programs favor the places where the company has employees or customers.
- Cities and counties
- State agencies run their own grant programs for infrastructure, housing, and public safety. Community foundations fund local projects and sometimes partner with a city on a shared fund. Utility and corporate foundations give where they serve customers.
- Tribes
- Native CDFIs provide loans and capital in Native communities. Private foundations with Native-focused programs fund tribal priorities directly. Many state agency grant programs list Tribes as eligible applicants.
- Universities
- Industry sponsors pay for research tied to their products and markets. Private research foundations fund specific diseases, fields, and early-career investigators. State agencies fund research tied to the state’s economy and workforce.
Bridging the gap
New grants take months to arrive. A community development lender can bridge the time between a cut and a new award. Here is how that works.
When public money leaves a community, local community foundations sometimes open a shared emergency fund with one short application, so ask yours whether one is open.
Private money holds steady
Private foundations must pay out about 5 percent of their assets every year, whatever Congress decides. That makes foundation money the steadiest base to rebuild on while federal budgets settle. Where federal funding for 2027 stands.
Quillify searches 129,000+ foundations and 5,000+ open grants together. Name a few peers and Quillify shows the foundations that fund them, then which of those have not funded you yet. Find your replacement funders.
Who asks this most
The answer above is the same whoever you are. What Quillify does about it is not.
