State economic development grants for business expansion
What are state economic development grants?
State economic development grants are payments a state makes to companies that create jobs or invest in that state. They include closing funds for new facilities, job training grants, infrastructure grants and innovation programs for technology companies. Most are tied to commitments: a number of jobs, a wage level or a capital investment, measured over several years. Talk to the state's economic development agency before you decide where to expand, since many programs only fund projects that are still undecided.

The main kinds of program
- Closing funds
- Discretionary grants that help a state win a competitive expansion. The Texas Enterprise Fund is a well-known example.
- Job training grants
- Money to train new or existing workers, often run with community colleges. These are some of the easiest state programs for an expanding company to win.
- Infrastructure grants
- Roads, water and utility work for a new site, from a turn lane on the state highway to a larger water main and a substation upgrade. They usually go to the city or county that serves the project.
- Innovation and industry programs
- Competitive grants for research, product development and strategic industries such as semiconductors, aerospace and energy.
How to approach one
Call before you commit
Timing matters most. Contact the state agency while the site decision is open. Many programs require that the grant affect where or whether the project happens.
Know your numbers
Have the jobs, the average wage and the capital investment ready for each year of the project. The agency will hold you to the figures in your application for the full length of the agreement, sometimes five years or more after the ribbon cutting.
Read the clawback terms
Expect them. Agreements usually require repayment if the jobs or investment fall short. Plan the commitments you can actually keep. Set targets your company would hit even in a slow year for its main customers and markets.
Bring in the local partners
City, county and utility programs often stack with the state award. The local economic development office can bring them together.
State awards our customers have won
Creative 3D Technologies won $5M from the Texas Semiconductor Fund. EnCor Industries won a grant from the Oklahoma Department of Aerospace and Aeronautics. Grantvest won $300,000 from Oklahoma's competitive Industry Innovation Initiative with an application Quillify wrote. Their stories.
Find every state program open to your company
Quillify searches 4,300+ open grants across federal, state and private funders, matched to what your company does. A manufacturer planning an expansion sees the state programs open to it alongside the federal ones.
Quillify then drafts each application from your own documents. Grants for manufacturers.
