What changes as a grant gets bigger, from $5,000 to $1 million

What changes when you apply for a bigger grant?

Most of the change is around the writing. A small foundation grant can be a short letter and a one-table budget. As the ask grows, funders want measurable outcomes, a budget narrative and a look at your finances. Federal money adds SAM.gov registration at any size. Its cost and purchasing rules tighten at set dollar thresholds. The biggest step comes when your organization spends $1,000,000 or more in federal awards in one fiscal year, because that triggers a single audit.

What funders ask for at each size

Typical expectations by the size of the request. Each funder's own guidelines decide the details.

  1. Under $10,000

Usually a short online form or a letter of two or three pages. Family foundations, community foundations and corporate giving programs make many grants at this size. A single budget table is often enough. Put most of your effort into showing fit with the funder's stated priorities. Reviewers at this size often read dozens of short requests in a sitting and fund the ones that match what the foundation already says it wants to support.

  2. $10,000 to $50,000

Expect a full proposal with a statement of need, your approach, the outcomes you expect and a line-item budget. Reviewers want to know how you will measure success. A short evaluation section and a budget narrative usually appear here for the first time.

  3. $50,000 to $250,000

Funders look harder at the organization behind the project. Expect requests for financial statements, a board list and your organizational budget, and sometimes a site visit. Multi-year requests are common at this size. The sustainability section carries real weight as a result.

  4. $250,000 and up

Mostly federal programs and large foundations. Expect a logic model, a formal evaluation plan, letters of commitment from partners and a detailed budget justification. Indirect costs become worth getting right here. Without a negotiated rate you can charge the 15% de minimis rate on modified total direct costs. How indirect cost rates work.

Federal thresholds that switch on new rules

Under the Uniform Guidance (2 CFR 200) as revised for awards from October 1, 2024, with purchasing thresholds as adjusted on October 1, 2025.

Any amount: SAM.gov and a UEI
Every federal applicant needs an active SAM.gov registration and a Unique Entity ID before it can apply, even for the smallest award. Registration can take weeks. Start it before you find the grant. How to register.
$10,000 per item: equipment
An item costing $10,000 or more with a useful life over a year counts as equipment, with inventory and disposition rules. Items under that are supplies (2 CFR 200.1). The figure was $5,000 before the 2024 revision.
$15,000 per purchase: micro-purchases
Purchases under the micro-purchase threshold can be made without soliciting quotes when the price is reasonable (2 CFR 200.320). The threshold follows the federal acquisition rules and rose from $10,000 to $15,000 on October 1, 2025.
$350,000 per purchase: formal procurement
Between the micro-purchase threshold and the simplified acquisition threshold, you need price or rate quotes from an adequate number of sources. Above $350,000, the rules call for sealed bids or formal proposals. The figure rose from $250,000 on October 1, 2025.
$50,000 of each subaward: the indirect cost base
Modified total direct costs include the first $50,000 of each subaward. Your indirect rate applies to that part only. The figure was $25,000 before the 2024 revision.
$1,000,000 spent in a year: the single audit
Spend $1,000,000 or more in federal awards in your fiscal year and you need a single audit (2 CFR 200.501). It counts what you spend across all federal awards, including federal money passed through your state. The threshold was $750,000 for fiscal years beginning before October 1, 2024. The four numbers that changed in 2024.
