Can you apply for a grant while your SAM.gov registration is pending?

Can I apply for a federal grant while my SAM.gov registration is still pending?

For most federal grants, no. Federal rules require an active SAM.gov registration before you submit, and Grants.gov will not let your organization submit without one. Pending does not count. You can still do almost all of the work while you wait. Read the announcement, write the proposal and gather the attachments, so that you can submit the day SAM.gov goes active.

Why pending is not enough

Federal grant rules in 2 CFR part 25 ask applicants to be registered in SAM.gov before they apply. Grants.gov enforces that at the door. Your organization's Grants.gov profile depends on an active registration, so a pending one leaves you with nothing to submit from.

Federal contracts work the same way. The registration has to be active when you submit the offer.

What to do while you wait

  1. Do the whole application except the submit button

The narrative, the budget, the letters of support and the attachments do not need SAM.gov. Finish them now.

  2. Find out where the registration is stuck

If the wait has run long, it is usually one of four checks. How to find which one, and how to move it.

  3. Line up the rest of your registrations

Set up Login.gov and Grants.gov now, and eRA Commons or SBIR.gov if your program needs them. Then the day SAM.gov goes active is the only day you are waiting for. Every registration, in order.

  4. Ask the program officer if the deadline is close

Some agencies publish their own instructions for applicants caught by a registration delay. The announcement or the program officer will tell you what applies to that competition.

Money you can apply for today

Private foundations never ask for SAM.gov, and neither do most state and local programs. They are worth applying to while the federal side catches up. Quillify searches 4,300+ open grants and marks the 20,000+ foundations that accept applications. "Am I qualified?" reads the full announcement and tells you where you stand. Search the grant database.
